Commissioner Marquez's association with the firm strengthens our commitment to business and the chemical industry. Appointed by Governor Bush as a Commissioner of the Texas Commission on Environmental Quality (TCEQ), he served in that position until 2006. Since that time, he has represented industry in program development, regulatory affairs and legislative matters. At TCEQ, he was responsible for overall agency direction and policy, and was principal author of the state's air quality regulations. Prior to his tenure at TCEQ, Commissioner Marquez was owner of US ESP, a firm specializing in environmental strategies and planning. He spent more than 30 years at Monsanto Company, developing and managing environmental strategies, policies and programs, and serving as internal consultant and lobbyist for regulatory and legislative issues.
