Russ Baier has over 30 years of experience as an environmental professional with expertise in a broad spectrum of issues including air and water quality regulation, mobile source control, water supply planning, habitat protection, waste management and strategic planning.  Having served almost 25 years with the Texas Commission on Environmental Quality (TCEQ) and its predecessor agencies, he has developed an in-depth knowledge of state and federal rules, policies, and decision-making processes.
